Face of Boe
When we first meet the face of Boe, he or even she seems to be even more mysterious than even the 900 year old Time Lord the Doctor. The Doctor meets Boe three times, with the Face of Boe whispering the words "You are not alone" as he dies. We later find out the Doctor is not the last of the timelords as the Master is trapped inside the body of Professor Yano (You Are Not Alone.) The Face of Boe, according to the Doctor, is millions of years old and has a universe of knowledge at his beck and call. Nothing much is given away during the series about Boe other than his great powers and awesome knowledge. However, as the Doctor Who series progress, we learn of the Face of Boe's origin. When Rose Tyler absorbs the time vortex, she assumes powers outside time and space. In doing so she brings Captain Jack Harkness back to life after he has been exterminated by the Dalek's. Captain jack is then abandoned by the Doctor who is fearful of his undead state and Jack travels back to ancient Wales where he awaits the Doctor's return, eventually rejoining him at the end of the universe. Jack later reveals that he is in fact the Face of Boe, for he cannot be killed although his body does eventually come to rest. Our Face of Boe is really cool and his mouth even moves as he talks.
